Hyper-V Move VM fails with error “Operation not Allowed”

When working with an Hyper-V environment in cluster configuration and trying to move a VM fails with error Operation not allowed  because the replication state if not initialized

This can happen when you are connected directly to the  Hyper-V host or when using SCVMM and while I could not isolate an exact root cause the solution is rather simple.

In the Services console locate and restart the Hyper-V Virtual Machine Management service

Operation Not allowed Stop Management Service

Alternatively you can use PowerShell with the simple command

Restart-Service vmms
WARNING: Waiting for service 'Hyper-V Virtual Machine Management (vmms)' to stop...
WARNING: Waiting for service 'Hyper-V Virtual Machine Management (vmms)' to stop...
WARNING: Waiting for service 'Hyper-V Virtual Machine Management (vmms)' to stop...

Once the service has been restarted you will be able to move the VM without any issue.
